Budget and Finance is a 100-hour leadership development certificate program designed to prepare participants to succeed in supervisory/lead budget analyst positions throughout the County. This program emphasizes the importance of the budget process on meeting financial strategic initiatives and organizational performance.

Participants are introduced to a new perspective on strategic budget and finance initiatives. They will be exposed to the concept of “Performance Counts” as well as a variety of County-specific budget processes. The intent is to provide budget analysts with a comprehensive understanding of budget processes throughout the County and how various departmental budgets impact County-wide programs.

Content will include an overview of general financial concepts and how those concepts are implemented in order to fit the County’s fiscal and financial needs. The customized curriculum will cover:

  • The County Financial Structure and Impact on Strategic Planning
  • Performance Measurement and Performance Counts
  • Budgeting Concepts
  • Principles of Developing Department Budgets
  • Budgetary Accounting
  • Federal & State Revenue Sources
  • Legislative Analysis
  • Capital Projects and Budgeting in the County

Each subject area will also emphasize important elements such as critical thinking, communications and performance measurement. To successfully complete the program, participants must demonstrate competency in each component of the program.

Program Logistics

This program is targeted for County employees who are currently at the level of supervisory or lead budget analyst in their department. All applicants must take a pre-requisite test to assess each candidate's preparedness to meet university and program requirements.

A list of qualified applicants will be given to each respective department management. Each department will determine the order in which its applicants will attend the program, based upon job performance, the number of training slots allocated, locations of training sessions and the needs of the department.

Classes will be held two half days per week in the late afternoon and one Saturday each month. Course work and assignments will be partly on County time and partly on your own time. Participants who are successful in completing the program will be awarded an Advanced Professional Development certificate by California State University, Northridge and will be eligible for 10 continuing education units. Program costs will be financed through the Los Angeles County Learning Academy.
